State of emergency declared in D.C., schools closed Friday (ABC7's Sam Ford)

Mayor Bowser has declared a state of emergency effective Friday morning at 9:30 a.m. as the city prepares for the blizzard watch. D.C. Public Schools will be closed Friday. The District government will close at noon Friday.

Shortly after the press conference with Mayor Bowser, the National Weather Service issued a Blizzard Warning for the D.C. area effective 3 p.m. Friday through 6 a.m. Sunday.

"Unless you absolutely have to be out tomorrow afternoon, residents should get home as soon as possible," Bowser said in a press conference Thursday morning.

In addition to the announcements, Bowser issued an apology to the city following Thursday's snow response.

"We should have been out earlier with more resources," Bowser said.

Virginia entered into a state of emergency at 8 a.m. on Thursday.
