Spotsylvania school board member Kirk Twigg charged with forging & tampering with records

Former Spotsylvania County school board chair and current school board member Kirk Twigg is now facing charges, including onefelony count of forging a public record and one misdemeanor count of tampering with a county record.

7News confirmed the charges through both court documents and Virginia State Police, who said Twigg turned himself in Thursday at the Spotsylvania County magistrate’s office.

A VSP spokesperson sent 7News the following statement:

On Thursday (Feb. 23), the Virginia State Police Bureau of Criminal Investigation - Culpeper Field Office charged Kirk E. Twigg, 65, of Spotsylvania, Va., with one misdemeanor count of tampering with a county record and one felony count of forging a public record. The indictments were handed down this week by a Spotsylvania County grand jury. The charges stem from an investigation initiated on October 13, 2022, with approval of the Attorney General’s Office, concerning allegations related to Twigg tampering with a county contract. Twigg turned himself in today at the Spotsylvania County magistrate’s office. The investigation remains ongoing at this time.

7News has learned the charges are related to Spotsylvania County Public Schools' contract with former interim superintendent Kelly Guempel.

According to court documents, Twigg's alleged crimes took place on June 21, 2022, which is the date of a meeting during which the school board approved a contract for the interim superintendent.

School board member Dawn Shelley told 7News she reported concerns to Virginia State Police last fall, saying she believed Twigg broke the law when he allegedly changed the contract after that meeting without approval or consent from the rest of the school board.

7News reached out to Kirk Twigg and to Spotsylvania County Public Schools for a response.The school system’s director of communications got back to 7News on Friday, saying “We are unable to comment on pending legal matters.”
