RICHMOND, Va. (ABC7) — At his Monday afternoon press conference, Virginia Gov. Ralph Northam spoke to the fact that northern Virginia is lagging behind the rest of the state when it comes to improving COVID-19 numbers.
The northern district has about a 25 percent positivity rate for the disease among those tested, compared with a 10 percent rate in the rest of the state.

Northern Virginia's proportion of hospital beds being used by COVID-19 patients is also larger when compared to the Commonwealth as a whole, Northam explained.
This weekend, the health directors of Alexandria, Arlington County, Fairfax County, Loudoun County and Prince William County, said they do not believe the Northern Virginia region has met the criteria for moving into a phase one of reopening. Leaders in those communities wrote letters to Northam and the Virginia Department of Health.
"We will continue to work with those officials on a slower phase one, and we expect that some local officials will join us for this briefing on Wednesday to explain how this will work," Northam said.
