Driver charged with killing mother in hit and run had a revoked license

The Virginia driver accused of killing a woman at a Falls Church crosswalk should not have been on the road in the first place.

7 On Your Side discovered court records that show 46-year old David Alan Francis of South Riding, VA already had several speeding and other traffic citations and last month was found guilty of driving on a suspended or revoked license.

Red paint marks the spot along Shreve Road where Francis was accused of slamming a stolen, red 2013 Nissan Titan pick-up truck into Betty Ana Bernstein-Zabza and a child who were out for a walk around 3pm on Saturday. Bernstein-Zabza, who was 60-years old, was killed. The child was treated for minor injuries.

“Super sad. This is the neighborhood that I grew up in so it’s really sad to hear,” said Falls Church resident Spencer Mooney-Jones.

Investigators said Francis tried to run away from the scene, but was arrested before he could get away. They believe he was speeding and under the influence of drugs.

Francis is charged with felony hit and run and is held without bond. Fairfax County Police said he could be facing other charges soon because he is suspected of being involved in other crimes around Northern Virginia.
