WASHINGTON (7News) — Two buses of migrants were dropped off early Thursday morning outside Vice President Kamala Harris' residence at the Naval Observatory in Washington, D.C.
This comes after D.C. Mayor Muriel Bowser sent emergency legislation to the D.C. Council to codify her public emergency because of the continuous arrival of migrants to the city, sent by the governors of Texas and Arizona.

Officials tell 7News that at least 100 people were dropped off during the Thursday morning rush hour. They are now in a safe location at a church as volunteers help with the next steps.
On Thursday, League of United Latin American Citizens National President Domingo Garcia addressed the media at a news conference to discuss, what he called the "inhumane" conditions of the migrants bused to D.C.
Garcia said most of the migrants are from Venezuela, Cuba and Nicaragua. He said most of them are fleeing communist regimes.
"He [Gov. Abbott] was using babies --- families as political pinatas for a political stunt by bringing these buses at six o'clock in the morning. Many of these refugees, by the way, have health issues," said Garcia. "Many with just a trash bag of their personal belongings and they were just literally dumped like human garbage in front of the vice president's house."
Garcia also unveiled the Stop-the-Buses Task Force and a nationwide campaign to prevent the continued use of undocumented immigrants ahead of the 2022 mid-terms.
Texas Governor Greg Abbott tweeted Thursday that Harris "claims our border is “secure” & denies the crisis. We’re sending migrants to her backyard to call on the Biden Administration to do its job & secure the border."
Since April, the two governors have bused 9,000 migrants to D.C., the city says. Abbott began busing thousands of migrants to Washington in April and Arizona Gov. Doug Ducey has been busing migrants to D.C. since May.
In a similar tactic by Republican governors, Florida Gov. Ron DeSantis, on Wednesday flew two planes of immigrants to Martha's Vineyard.

Bowser said part of her emergency legislation would establish an Office of Migrant Affairs to help the migrants here find services and to help those who do not want to remain in D.C. get to families or friends in other communities.
Bowser said the Pentagon twice rejected a request seeking the National Guard's assistance in what she has called a "growing humanitarian crisis."
