WASHINGTON (ABC7) — On Thursday afternoon, Bob Carlson packed his bags to make a heart-wrenching trip from Alaska to Washington.

His wife, Monica Adams Carlson, 61, the mayor of Skagway, Alaska, and her mother, Cora Louise Adams, 85, of Elbe, Washington were hit and killed by a tour bus Wednesday night.

"I don't understand why it happened," said Bob Carlson. "They're both, Monica and Cora, pretty conservative people. They follow the lights and don't jaywalk."

According to police, the incident happened at 7th Street and Pennsylvania Avenue, NW, near the National Archives. It was just after 9:30 p.m. on Wednesday. The preliminary investigation revealed that a 2013 Provost H3 passenger bus was traveling northbound on 7th Street, Northwest.

The bus then made a left hand turn onto Pennsylvania Avenue, Northwest, striking the two women in the crosswalk. They were taken to a hospital, where they died from their injuries.

"Human beings should not be crossing that road," said Greg Schoenborn. "There's too much traffic, too much confusion going on. There are way too buses on that (road)."

Schoenborn reached out to 7 On Your Side after learning about the tragic accident. That's because it hit home. His wife, Martha Schoenborn, and friend, Sally McGhee were killed in the same intersection after being hit by a Metro bus.

He says he sued and won.

"I demanded, which they did, that they put up voices inside the (crosswalk) boxes," he said. "...do not cross, the lights flashing, all kinds of audible warnings."

However, he says Wedesday's accident shows that was not enough.

According to federal records, this was the first crash in 24 months involving the bus company, Eyre Bus, Tour & Travel. Records show they have a good maintenance record as well.

Police say any potential charges against the driver would come from the US Attorney's Office once the investigation is complete.

The Municipality of Skagway released the following statement:

"The staff and borough assembly of the Municipality of Skagway are extremely saddened to have learned that Mayor Monica Carlson and her mother were involved in a tragic accident in Washington D.C. last night and did not recover from their injuries. The Municipality does not have any further details at this time. We ask that the family’s privacy is respected through this grieving process. This is a devastating loss to Monica’s family, friends, and community."
