Yesterday, President Trump signed an executive order designed to keep together immigrant families who have been detained at the U.S.-Mexico border. This came hours after the release of photos of migrant children in cages and news of babies held in facilities called "tender age" shelters. The order will keep children from being taken away, but it will not reunite families who have already been separated. The question is, is the damage already done?
