The U.N. General Assembly approved an international treaty on Tuesday regulating the multi-billion dollar global arms trade. Three countries voted against the measure -- Iran, Syria, and North Korea. Meanwhile, the North took their opposition a step further. The country will restart a long-shuttered plutonium reactor and increase production of nuclear material.
