A teenager is in critical condition after he was shot in the head along the 2800 block of M St Northwest in Georgetown on Halloween.

Cell phone video captures the chaotic moments just before 11 p.m. last night. A 17-year-old was shot in the head and is in critical condition. ABC7’s Pamela Brown reports hearing three shots and seeing people scatter.

The shooting took place just outside the Mexican restaurant Frank Ramirez owns. "His friend was telling him, don't leave us, don't leave us, really sad,” Ramirez said.

Mary Catherine Hall lives in the area and had just locked her doors for the night.

“All of a sudden we heard something, we thought maybe it was fireworks or something because we didn't think in Georgetown there would be a gunshot,” she said.

Moments later, Hall heard a group run past her window screaming.

Police have arrested 24-year-old Andre Coleman and charged him with carrying a pistol without a license. No charges have been filed in connection to the shooting.

The victim was transported to an area hospital. Officers closed M Street right after the shooting. The street was later reopened.

Witnesses say two groups of people were involved in a confrontation earlier in the night on Wisconsin and M, allegedly jumping on cars and yelling at each other. Thirty minutes later, the same two groups were arguing at 28th and M. A witness says a man across the street started firing shots at the group and one victim fell to the ground.
