The Park Police officer can clearly be heard repeatedly asking the reporter to stop recording the D.C. Taxicab Commission meeting. And the reporter, Pete Tucker, can be heard explaining he's a journalist.

After a few minutes, Tucker, who blogs for the website Fightback.org, was placed in handcuffs. Another journalist,{}Jim Epstein of Reason magazine, was also taken into custody.

On Friday, ABC7's Mark Segraves went to the Taxi Commission headquarters to ask why journalists can't record a public meeting. Segraves was thrown out.

A security guard forced Segraves and a cameraman out of the office and locked the door. Then they turned off the lights in the office.

On Friday, authorities decided not to pursue charges against the two journalists.
