Harvey now a a Category 1 Hurricane; DC remains sunny with cooler temperatures

Harvey is now a Category 1 Hurricane with maximum sustained winds of 90mph. It will continue to weaken as it moves over land this afternoon. The forward speed is down to 5mph and the system will stall over southeast Texas through the middle of next week. This will lead to catastrophic flooding with a widespread 15-30 inches in the area and isolated 40 inch totals.
