      Gov. Martin O'Malley to sign job-creating measures

      ANNAPOLIS, Md. (AP) - Gov. Martin O'Malley is signing measures aimed at job creation that passed the General Assembly.

      O'Malley, a Democrat, held a bill signing ceremony on Tuesday, hours after the General Assembly adjourned at midnight.

      O'Malley says innovation is at the heart of new job creation, and he says a bill to develop offshore wind is a part of that.

      The governor also signed a bill to facilitate public-private partnerships. It will create a streamlined process for the private sector to take part in building public roads or buildings.

      Republican Sen. E.J. Pipkin, one of O'Malley's chief critics in the Legislature, says the offshore wind bill is actually a job killer. He says that's because it will increase electricity costs and make companies less interested in being in Maryland.
