Study: D.C. is the worst-run city in the U.S., beating out Flint, Michigan

WASHINGTON (ABC7/WJLA) - A new study by the finance website WalletHub says Washington, D.C. is the worst-run city in the U.S., of the 150 cities studied.

WalletHub compared the operating efficiency of the cities using a “Quality of Services” score made up of 35 metrics grouped into six service categories, which was then measured against the city’s per-capita budget.

The six service categories are: financial stability, education, health, safety, economy and infrastructure and pollution. Those represent individual metrics such as city credit rating, school system quality, infant mortality rate, violent crime rate, unemployment rate and water quality.

"We can learn how well city officials manage and spend public funds by comparing the quality of services residents receive against the city’s total budget," they say.

D.C. ranked 90th in terms of the quality of city services, and dead last in total budget per capita.

It's individual rankings in the six service categories were:

Financial stability - 96

Education - 136

Health - 124

Safety - 78

Economy - 94

Infrastructure & pollution - 3

The 10 worst-run cities, per the July 9 release, are:

  2. Detroit, Mich.
  3. New York City, N.Y.
  4. San Francisco, Calif.
  5. Gulfport, Miss.
  6. Oakland, Calif.
  7. Chattanooga, Tenn.
  8. Flint, Mich.
  9. Cleveland, Ohio
  10. Hartford, Conn.

The 10 best-run cities are:

  1. Huntington Beach, Calif.
  2. Nashua, N.H.
  3. Virginia Beach, Va.
  4. Sioux Falls, S.D.
  5. Boise, Idaho
  6. Bismarck, N.D.
  7. Fargo, N.D.
  8. Austin, Texas
  9. Provo, Utah
  10. Madison, Wis.
