      Will indelible ink have an equally lasting impact on Cyber Command?

      This March, the Army implemented new standards on tattoos. The face, head, neck, wrists, hands, and fingers are off limits -- and soldiers can only sport four visible tattoos below the elbow or knee. Violators will have a hard time advancing their career.

      The rule is creating 'strife' in Cyber Command.
