      What federal managers should learn from the Target data breach

      Between November 27th and December 15th, hackers stole financial information from about 40 million credit and debit card users at Target stores. The list of information included customer names, credit and debit card numbers, card security codes, and debit card PINs. Security experts say it's the second-largest such breach in U.S. history.
