MCLEAN, Va. (WJLA) - Mark Waugh, 23, was described as smart, fun, and kind. But with a life of promise ahead, he is now gone.
Just before 3:30 a.m. on Sunday morning, Montgomery County Police responded to a 911 call at an apartment in the Blairs Complex on East West Highway in Silver Spring.
Inside the apartment, police found the 23-year-old female who made the call, along with two men. Waugh was apparently suffering from what are being called "cutting wounds," and was pronounced dead at the scene.
"when we heard this morning, we were shocked about how this could happen," said friend Bill Revillini. He and his family in Great Falls know the Waugh family well.
"It's just unbelievable when it happens to someone you know."
24-year-old Rahul Gupta of McLean was taken into custody and later charged with second-degree murder for the crime. Police say he spent a lot of time at the Silver Spring apartment.
According to a Montgomery County officer, "all three parties knew each other and had known each other for some time."
Police Captain James Daly says the three had been out drinking earlier in the night, celebrating Gupta's birthday. But back at the apartment, a dispute began between Gupta and Waugh.
"We don't know the nature of the dispute," said an officer. "What we do know is that... this was not a situation where they had just met."
Residents at the Blairs cannot remember anything like this happening before at the complex, and are both shocked and surprised by the incident.
Waugh, who was a member of the James Madison University debate team, graduate Magna Cum Laude in 2012. He was indicted into Phi Beta Kappa last year, and had started Georgetown University Law School just this fall.
"We're at a loss ourselves, trying to figure out ourselves at how to move forward without Mark," said Revillini.
